Contract Title: Construction of mini-grid for Chin state and surrounding State and Region

Financial Agreement: F.ROT/AID 17/001/00RFB Reference No.: Mini-grid: NEP-IT-MG1

  1. The Government of Myanmar has received financing from the Government of the Italian Republic toward the cost of the National Electrification Project – Component 2: Off-grid Electrification, and intends to apply part of the proceeds toward payments under the contract for Construction of mini-grid for Chin state and surrounding State and Region.
  2. The Department of Rural Development, Ministry of Agriculture Livestock and Irrigation now invites sealed Bids from eligible Bidders for Construction of mini-grid projects for the following villages in Chin State:

Lot 1– Construction of Gamnagi hydro (hybrid with diesel) mini-grid in Gamnagi village

Lot 2– Construction of Packzang hydro (hybrid with diesel) mini-grid in Packzang village

  1. For quick reference, some key qualification requirements include:
  • The average annual turnover (or annual sales volume) of the last three years should be a minimum of MMK 64 million for Lot 1, and MMK 48 million for Lot 2
  • Having at least 3 years’ experience under construction contracts in the role of prime contractor, JV member, sub-contractor or management contractor.
  • Having at least 2 contracts of construction & supply and installation of off-grid hydro power project of 25kW or more including distribution/transmission line installation work in rural areas with satisfactorily and substantially completed as a prime contractor, JV member or sub-contractor during the last 5 years.

The details of the qualification requirements are in Section III of the bidding document.

  1. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
  2. Interested eligible Bidders may obtain further information from the address below and inspect the bidding document during office hours 10.00 a.m. to 4.00 p.m. at the address given below.
  3. A complete set of bidding documents in English may be obtained free of charge by interested eligible bidders upon the submission of a written application to the address in paragraph 9 below. The Bidding Documents will be issued through e-mail only.

  1. Bids must be delivered to the address below on or before 11 January, 2021 (10.00 a.m.) Myanmar time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on before, 11 January, 2021 10.00 a.m. Myanmar time.
  2. All Bids must be accompanied by a Bid Security” as stated in ITB 19 and Bid Data Sheet of the Bidding Document.

10. Clarification of the bidding document will be conducted through e-mail to the Employer or prospective bidders can raise their inquiries during the pre-Bid meeting as stated in ITB 7 of the bidding document.
